江时学：“英国外交国务大臣”与“英国外交大臣”

在因特网上看到以下报道：“2012年12月19日，外交部发言人华春莹在例行记者会上，就英国外交国务大臣斯瓦尔发表涉藏问题声明一事答记者问，要求英方认真反思错误行为，切实尊重中国主权，不再做任何干涉中国内政、伤害中英关系的事。”[1]

众所周知，英国外交大臣是黑格，英国外交国务大臣斯瓦尔这个人很少听到。在中国外交部网站“英国国家概况”中找到了“政府”这一栏目。全文如下：

实行内阁制。由君主任命在议会中占多数席位的政党领袖出任首相并组阁，向议会负责。现政府为保守党和自由民主党联合政府，于2010年5月大选后组成。2012年9月，英国内阁进行调整。现任内阁主要成员为：首相兼首席财政大臣、文官大臣戴维·卡梅伦(David Cameron)，副首相兼枢密院大臣尼克·克莱格(Nick Clegg)，首席大臣兼外交大臣威廉·黑格(William Hague)，财政大臣乔治·奥斯本(George Osborne)，司法大臣兼大法官克里斯·格雷林(Chris Grayling)，内政大臣兼妇女和平等事务大臣特里萨·梅(Theresa May)，国防大臣菲利普·哈蒙德(Philip Hammond)，商业、创新和技能大臣文森特·凯布尔(Vincent Cable)，就业和养老金大臣伊恩·邓肯·史密斯(Iain Duncan Smith)，能源和气候变化大臣爱德华·戴维(Edward Davey)，卫生大臣杰里米·亨特(Jeremy Hunt)，教育大臣迈克尔·戈夫(Michael Gove)，社区和地方政府大臣埃里克·皮克尔斯(Eric Pickles)，交通大臣帕特里克·麦克洛克林(Patrick McLoughlin)，环境、食品和乡村事务大臣欧文·佩特森(Owen Paterson)，国际发展大臣贾斯汀·格里宁(Justin Greening)，北爱尔兰事务大臣特里萨·维勒斯(Theresa Villiers)，苏格兰事务大臣迈克尔·摩尔(Michael Moore)，威尔士事务大臣戴维·琼斯(David Jones)，文化、奥运、媒体和体育大臣玛丽亚·米勒(Maria Miller)，财政部首席大臣丹尼·亚历山大(Danny Alexander)，上院领袖兼兰卡斯特公爵郡大臣斯特拉思克莱德勋爵(Lord Strathclyde)，不管部国务大臣肯尼思·克拉克(Kenneth Clarke)。[2]

在上述公职名单中，只有“首席大臣兼外交大臣威廉·黑格(William Hague)”，根本没有“外交国务大臣”这一职位，当然也没有斯瓦尔这个人。

在李靖堃博士的帮助下，终于发现，斯瓦尔的英文名称是Hugo Swire，他担任的职务是Minister of State at the Foreign & Commonwealth Office。[3] 在GOV.UK网页上，斯瓦尔的Biography是如此描述的：Hugo Swire was appointed Minister of State at the Foreign & Commonwealth Office on 4 September 2012. He was elected to Parliament in 2001, and is the Conservative MP for East Devon.

关于他的工作职责，该网页的介绍是Minister of State at the Foreign & Commonwealth Office. The minister is based at the Foreign & Commonwealth Office and is responsible for:

•Far East and South East Asia

•India and Nepal

•Latin America (including: Dominican Republic, Haiti and Cuba)

•Falklands

•Australasia and Pacific

•Commonwealth

在因特网上还看到2004年的一条消息：新华网伦敦8月31日电英国外交部31日宣布，负责朝鲜事务的英国外交国务大臣比尔·拉梅尔准备在9月访问朝鲜。如果成行，拉梅尔将成为第一位访问朝鲜的英国大臣。[4] 这一段文字似乎与英国《卫报》（Guaradian）的报道很相似。《卫报》的文字是： Foreign Office minister Bill Rammell is to become the first British minister to visit North Korea, it was announced today.[5]

那么minister of state是一个什么样的职位？Wikipedia的解释是：Minister of State is a title borne by politicians or officials in certain countries governed under a parliamentary system.该文章进而指出，在英国，A Minister of State is a member of Her Majesty's Government, junior only to a Secretary of State but senior to a Parliamentary Under-Secretary of State and Parliamentary Private Secretaries (PPSs). Ministers of State are responsible to their Secretaries of State. This position has only existed since 1945 - previously, each parliamentary under-secretary was directly beneath a secretary of state. There can be more than one Minister of State at any government Department. Ministers of State may have departmental PPSs, or a PPS might be assigned to them. Of a similar standing to Ministers of State are positions such as the Solicitor General, the Deputy Leader of the House of Commons, Treasurer of HM Household, Captain of the Yeomen of the Guard, Paymaster General, Financial Secretary to the Treasury and Economic Secretary to the Treasury. Ministers of State are bound by the Ministerial Code.[6]

由此可见，minister of state 与Secretary of State不同，前者的职位低于后者，而且一个政府部门中可以有几个minister。换言之，斯瓦尔担任的职务Minister与我们通常所说的“部长”或“大臣”是不同的。斯瓦尔的职位大大低于外交大臣（Foreign Secretary）黑格的职务，尽管他们的职位都被译成“大臣”。

为避免误解，我们不要将Minister of State at the Foreign & Commonwealth Office译为“外交国务大臣”。至于译成什么为好，新华社或外交部最好提出一个可被接受的译名。我的建议是将其译为“专员”。因此，本文开头的这一句，可否改为：“2012年12月19日，外交部发言人华春莹在例行记者会上，就英国外交部专员斯瓦尔发表涉藏问题声明一事答记者问，……。”
